why doesn't the rear wheel spin freely 200 1988

I had the car up on the jack stands this afternoon for a transmission seal replacement. While the car was up I ran it through the gears to check for leaks and during this test I noticed the rear driver's side wheel wouldn't spin until I gave it some gas. Also it came to a stop after a couple of revolutions when I took my foot off the gas. However, the rear passenger wheel kept turning as long as the car was in gear.

My initial thought was the brakes are dragging but I couldn't really tell since there were no scrapping noises. The rear pads are due for a replacement and the side in question is a little more worn out than the other but not by a big margin. If it is the brakes what do I need to do to fix this ? replace the rear calipers or is there some adjustment etc (e-brake?) ?
