I am afraid you do have an ECU problem. Being an 89 and having the problem you are experiencing it is probably the 561 ECU (last three digits of the ECU number) I had exactly the same experience with one of my 89's.

What happens is the ECU loses the ability to provide a ground for the fuelpump relay and it will not function. By jumping from fuse four to fuse six you bypass the relay entirely and the car will run when the jumper is in place.

The best replacement for a bad 561 ECU is a 951.
