Can i do this to the kick panel with out breaking it? 200

I realize that there is a carboard or felt liner that sits between the fusebox and the hole that lets me feed wires in the drivers door of my 88 240. If I try to remove this will I get it back on. What is this carboard thing anyway? Will I just be able to stick it back on or will have have to use some weather tight winshiled something or other. my car is rust free and I want to keep it that way. Has anyone taken this off with our breaking it so it wouldnt work. It just seems pretty tight.
