Window Dust/Dirt Smears 900 1995

After I wash my car, the windows are spotless. But if I roll down the windows later (even after everything has long dried), I get a light film of dirt smearing vertically on the window. I'm assuming it's due to dirt on the outside window seal. What can I do about this, it never used to happen before. I'm always looking at other people's windows and they are always clean, or without these vertical dust smears. Help!?
