check to see if your antenna has become unplugged (at the antenna not the radio) or if there is a scrape on the cover, leaving a bare spot, allowing it to be grounded.

it could be just unplugged and laying in there loose,and grounding out on the body,so when you stop it might move off the body and clear up until it falls over again.

the antenna wire plugs into the antenna in the top, rear, driver-side corner, right where the antenna raises out of the car.

not sure why rear fog-lights would cause it to stop or start, other than that it grounds very near the antenna.

as for why it won't work on a rainy day. if it is grounded and receiving feedback from other systems, the motor from your rear-window wiper is also grounded very near the antenna, and likely running on rainy days.
