possible bad in tank fuel pump? 700 1987

I checked my in tank fuel pump today. The car stalled and will not start. Electricity is reaching the pump. The pump is not pumping any fuel though. Does this sound like a bad pump. I know this may sound stupid and I may Have answered my own question. I am just looking for some feedback. Thanks
