Cleaning out the Windshield Washer Fluid Tank 200 1989

Help!! There is alot of grime in my Windshield Washer Fluid Tank and it is leading to clogs at the Y-plastic connector tube leading to the sprayer nozzles. I can not figure out how to remove the plastic tank because there are metal braces holding the plastic tank in place and there is only one bolt towards the front, the assembly is pretty tight. I can't even figure out how to drain the tank with it still in place. Anyway I think tanking out and washing it would be the best bet due to the high concentration of grime in th e bottom of the tank. Does any one know how to remove the tank or who provides the service for a cheap price? Thanks for any advice!!
