If that is the only rust location it could be cut out, new sheet metal welded in, and that panel repainted without too much expense. However, if there is a lot more "hidden rust" in places like the floor pans, wheel wells, storage space in the rear cargo area, etc. it may be a really big job to repair it all.

I would suggest getting a reputable body shop to look the car over well and give you a report on the complete car so you can make an informed decision. Has the car been repainted already? Maybe rust has been fixed before and is coming back... The body shop can tell you if this the case.
