If its actually rusting through here, then yes, it needs to be fixed. The rest of the rear quarter will follow if the cancer is left unchecked.
If it's not through, it can be wire brushed and treated with Extend or other "rust converter" paint, and then touched up once thats dry.

A body shop typically charges $100-400 to fix a single spot like this depending on how much is involved. The rear window would need to be removed and reinstalled to do this right, and to be sure theres nothing rusted out under the window. This is a known problem area on these cars- about 8 inches from the back edge of the rear side window glass, right?
