240gl starts then stalls IAC power short? 200 1988

This site has been great help to me many times but i finally have a problem where i could use some advice.
1988 240GL LH jetronic 2.2
car will start then will stall within a few second (when it comes down to idle speed)
If i remove hose leading to the IAC (where it connects to flex hose in front of throttle body)and plug half of it with my thumb i can get the car to run and idle at 750 rpm but it stalls if throttle is applied.

Just checked IAC harness connector middle terminal to ground:
no volts, and 0 ohms with key in any position.
Any help is greatly appreciated.

Background:
New FPR
IAC cleaned (not inside), Checked ohms, applied 12v and it moved
TPS tested OK
FI relay resoldered
both fuel pumps working (pressure not checked)
Injectors have correct ohms
