miles per gallon 200 1990

i'm getting around 20 mpg (highway and city)on my '90 wagon. just wondering if that is what it should be. what do some of you folks get?
i've noticed that my temp gauge on the dash reads at about 1/3 of the way up. on my previous 240 i seem to remember that it was always at mid point.
i wonder if i might have a bad temp sensor or something and i might get better mpg if i replace it.?

another unrelated question - my mechanic tells me it will cost about $500 - 600 to replace my struts but i was at NTB and they told me it would be $300 - 400 for struts AND shocks. is that a trustworthy estimate from NTB, are they going to be good to my volvo?
