B21F alternator pivot stuck 200 1980

The 2 belts that run on the alternator, water pump, and crank pulleys are tightened by positioning the alternator - the problem is I can't get the alternator to pivot on its mounts the way it's supposed to. I loosened all 3 connections, tried different combinations of 2 loose/1 tight, but still it won't budge. Tried prying it up or down, hitting it with a hammer (ok this was out of frustration, not a good idea), still nothing - tried spraying the slotted bracket with lube, didn't help. Was a major pain getting the new drive belts on this way (and of course they're a bit loose now that they're on), and I want to avoid this in the future (it was so easy to get the PS belt on with the pump pivoting the way it's supposed to). What are my options - hopefully there's a trick other than replacing the alternator mounting hardware.
