I think you need to start getting hardboiled with whoever received the money
when you bought this car. They should at least have some idea who it belonged
to and on the basis of that the person can apply for a replacement for a lost
title, or if deceased, his estate can do so. If that is not possible you might
be able to get a salvage title.
If you are in the same state as the previous owner your state registration
system (DMV, etc) may be able to help you. Might start by taking the license
agent OTL. This would be sorta a "DIY" title service.
