Engine can not be restarted after a drive and can not accelerate during the driving

My car is 1989 volvo 740 turbo. 220k miles on it. I recently meet two problems.
1. Engine can not be restarted after a driving.
After a driving and the engine is turned off, it will not be able to be restarted. There is no sound from the car. The headlight will dim. The voltage is about 12v from the meter in dash. The voltage is at the middle when the car is driving. I changed the cable connected the battery and starter. The battery is new.

2. Yesterday, I found the engine can not be accelerated beyond 2500rpm. Turbo meter shows that the pressure is in the middle of the yellow zone.

What would be the problem? How much will it cost to repair?
