Starting Problems. 140-160 1974

I bought a 1974 145 Volvo and I am having problems starting it. When I went to drain the gas tank it was dry and had a lot of rust in it. I got out a lot of the rust but it didn't have the filter in the bottom of the tank and I couldn't find one. I hooked up a hose to the input of the fuel filter and got a lot of rust out of the line. I have about 48 pounds of pressure going to the fuel distributor but I have no output to the injectors even when I lift the air plate on the fuel distributor. I have fuel to the cold start valve but no fuel to the recer. line. Is the 50 pounds enough to work the fuel distributor as I have tried another one and it didn't work either. Any suggestions or help will be appreciated. VolvoLarry
