78 GT too much fuel? 200

I am once again trying to get my gt to run. Frustrating after working all December prepping it for new paint and then having it look sooo good only to have this frustrating fuel problem.
With the (new) fi relay in place, the car will not start. Removal of the relay will cause it to start after some cranking and I suspect,the fuel level in the cylinders falls enough so that it will fire. Then it runs for about five seconds until it runs out of gas. Putting the relay back in place during this five second interval will cause it to die. At this point I assume the cylinders are once again receiving too much fuel and it floods out. Previously I had checked the injectors and while not perfect, they seem to have a fairly good pattern. I just cleaned all the lugs in the ecu and the ground screws......same old, same old. Anyone have any ideas for me?
