Boost Device, and Standard set-up only allow 5-6lb boost??help?? 700

Hi all

I am haveing a tough time with this

I know little of the physics of each part

I am suspecting an actuator or wastegate mechanism which seems to move if i push on it near20lb.

Is there a description of how to test a actuator that is mounted on the top and front of a Turbo.

again i can only seem to get 5-6lb out of this 20lb spring

is there a Vacuum leak, crank case vent or some thing???
