Rust and corrosion under battery 200 1987

I am cleaning up my battery and the area around the battery on my car as there is rust and corrosion in the area. What is the best way to clean off the rust underneath. Is there a place to get a new tray that the battery is mounted on? And is there a reasonable source for a positive battery cable? I replaced the negative battery cable and was disguted when I found out what the dealer wanted for a replacement. I got one at Carquest for around $15.
