Rust on the tailgate... how to tackle it? 200

The rail that holds in the rubber seal that goes around the perimeter of the tailgate has some rust on it. Nearest to the latch part... the rust ate through one of the spotwelds that holds the rail to the tailgate. I will probably end up cutting that part off. What would be the best course of action to fix this? Would it be best to sandblast it, another thing is what primer do I use? It has to be thin enough to still allow the rubber seal to fit back itno its grooves.
