Shuddering when brakes are applied 200 1992

A shuddering/shimmying/vibration has developed on our 1992 245. My wife and son drive it and are definately hard on brakes as they tromp on them pretty hard. It seems to be coming from the rear end. If the brakes are applied lightly, it doesn't seems as bad. The pads have about 1/4" left and of course this model has ABS.

Any ideas what causes this or how I can pinpoint the problem?
