No horn operation 444-544 1965

The 544 I recently purchased does not have the horns working. The black lead from the horns has been cut. I removed the horn ring and pulled on the wire that goes down the steering column and of course, it came all the way out. Apparently it is supposed to attach somehow to the steering box but I cannot find any kind of connection for it either at the steering box or coming out. Can I just reroute the wire from the horn ring and hook up to the black wire for the horns or what and what about a horn relay? When I hook up straight power from battery to the one lead on the horn, other side grounded, I get nothing. Any help here will be greatly appreciated.
