Need Help Brakes Bled Low Peddle 200

O.K. put all new calipers,pads,rotors and now a new master cylinder.Bench bled the master cylinder and think I got all the air out,then bled the system per the book and can only get a low pedal.I think someone said air will bubble out of the M.S. if it sits for a while,is that true? If not what am I doing wrong? I also used a power bleeder and used a M.S.bleeder kit.Im just about ready to bring it to a shop but really don't want to. So does anyone have any suggestions? Thanks in addvance,Charlie
