1995 960 Climate Control Panel Temp Dial 900 1995

Hello to all the beautiful people.
The temperature dial on my 960 95 oozes some kind of fast drying shinny substance from the inner of the dial which in turn it made it stiffer to turn also I have a problem with the blower on acceleration it cuts off and blows to another location some where in the dash. You knowledge would be appreciated.
