Surging idle and IAC valve 700 1990

My 1990 740 (Regina) has a surging idle. From 700 to 1100. The throttle body is clean as a whistle (I removed it and cleaned it a couple of weeks ago). Yesterday while the car was idling, fully warmed up and doing its surge thing I unplugged the electrical connector on the idle air control valve (IAC). The idle smoothed out immediately. Therefore I assume the IAC is dirty and will remove it and clean throughly. Is that a good assupmtion that the IAC is sticking or can the device that controls the IAC be sending a signat to the IAC making open and close? Another question, does the IAC have two positions , open or closed or does the controling device send a variable signal to get the exact idle speed its looking for with feedback from the crank sensor? Appreciate any info. Thanks.
