Idle problem with volvo 240 200

I am having a problem with my 1983 240 in that it will not idle. It stalls both cold and hot. It starts ok but will only run a few seconds before stalling. The engine runs smoothly when I rev it and does not seem to have a miss. In fact it will run down the road, but stalls when you depress the clutch.

I have taken the idle air valve out and tested it. It was operating ok. I have also replaced the cap and rotor which were worn. I have checked for vacuum leaks. None of these things fixes the problem. I took all of the plugs out and looked at them and they look wet, but no oil deposits. I know they should look brown.

Can anyone help me with where to go next. I don't want to throw money at the problem.
