Smoke 700 1985

My 85' 740 turbo intercooled started smoking out the dipstick tube and the motor doesnt pullafter 2500 rpms and on a good day 3000. I dont think the turbo is bad b/c I can stil hear it spoool up. When I try and make it go faster, if I try ad push it past 2500 rpms sometimes at idle at the next stop light or stop sign the tailpipe might smoke but only when I try and push it. What could be wrong??
