Whining belt or pulley? 900

Hi all,
I thought maybe I would post a message here before breaking out the wrenches in hopes that someone might have had a similar experience and can lend some advice.

I've got an intermittent problem with my 1995 965. Frequently on startup (seemingly only cold starts) my 965 makes a whining sound. With the engine idling I popped the hood and determined that it has something to do with the belt(s) shrouded in plastic covers. My timing belt? Or possibly a tensioner going bad?

It is a somewhat tinny vibrating squawking whine. I grabbed the plastic shroud and applying pressure seemed to alter the sound slightly, as if perhaps a rubbing on the shroud might be part of the problem.

Decibel-wise it is not typically noticeable with the AC cranked and the radio on, however a few times it has really let go with a blasphemous squawk that my wife heard from inside the house as I was driving down the block.

Since the problem goes away after the engine warms up a bit I haven't taken time to deal with it.

Any advice or suggestions are appreciated!
