Engine moves a lot when first started 200 1989

Possibly because the FPR (Fuel Pressure Regulator) is bad, and hence cannot keep the fuel pressurized.

No. There's a check valve in between the main pump and filter for this purpose.

I am pretty sure that the FPR doesn't have a role when the engine is running, it just stays open and allows fuel to pass through, fuel that has already been pressurized because the prepump and main pump are forcing the fuel through.

Wrong again. The fuel pump supplies way more fuel than the engine needs (or can handle) while running. The FPR is vital in keeping the engine running properly.
