wire repair

I have pulled the wires from a car with power windows, It seems as if I tore some of the black vinal or plastic that covers some of the lumes of wires. What would be a good way to fix this. Would elerical tape work well, or is there a much longer lasting way. Also, when I run the wires back into my door, how will I know how far to go, in order not to cause unnessary stress on the wires.
