Fuel mixture adjustment. 760 Turbo 700 1989

When setting the fuel mixture, CO adjustment, what are the two states indicated by the LED? When I connected the LED test tool, the LED stayed on and did not flash as expected. Setting the mixture wasn't my primary goal today an I'll get back to it later. Note the car was not up to operating temperature so that may have affected the results. The car passed emission testing a few months ago with flying colors so I don't really expect anything is wrong. I am planning on cleaning the throttle body and IAC valve, and was just checking for a baseline.

Does a turbo require any different proceedure than a NA engine?
