Power Seats: can a cable or gear box jam? 900 1991

For the past week or so I have been trying to figure why the seat back will not go forward or recline. Thus far I have confirmed that electrically all is well although I did jump solder the Stop switch. Have managed to get the gear mechanism to turn on the door side of the seat by inserting a square tool as suggested in Volvo Green. Have not tried the inboard unit yet. With tool inserted and hitting the switch the gear wants to move, but nothing else.

Question is: do the cables or gear boxes jam up causing lack of seat back movement? Hate to take out the seat, but will probably be the next move.
