92 940 turbo timing belt jumps off 900 1992

Have my 92 940GL Turbo. Everything went as should be replacing it. Everything seemed to be going ok but once I started it up without a hitch, maybe 20 seconds the belt skipped off. Ok, so I TDC the enging again, set it all up again, started on the first flick of the key. THen I heard the grinding sound of the timing belt rubbing against the cover.
My first guess is the timing belt tensioner is buggy. I'm thinking that if it isn't applying the tension correctly, it could push it one way or the other. That or if it's too loose it will allow it to skip off.
Any other suggestions? I could really use them.
