Fuse problem that's not a fuse 200 1990

1] unless you've rewired your car, the cigarette lighter turns off with the key. Therefore, your fone won't charge with the key off.

2] even if the fone did charge with the key off, and assuming your electrical system was in decent shape, you'd have to charge the fone for about 6 months to kill a battery.

Now, to solve your problem.

1] is there electricity coming into the fuse? no? maybe ignition switch.

2] if there is electricity going in to the fuse, is it coming out? no? double check that the new fuse is good, and that the fusebox clips are making decent contact with the fuse.

I can't think of another failure that would be caused by the conditions you describe.
