STARTER MOTOR 900 1993

Good day all, sometimes having trouble starting car. I disconnect small wire (blue/green) on starter, connected cable from small starter terminal to positive on battery, car started no problem. Checked voltage on wire from battery to starter (red wire), it has 12 volts with key in position II, small wire (blue/green) had 11.71 volts. Had to shift from park to N and back to park to start vehicle. Do I need a starter or is the wire needing replacement? Thanks in advance.
