Removing instrument cluster - '93 940 900

I have problems with an intermittant gas guage in my '93 940. Usually a whack on the dash above the guage will start it working.

Today, following the directions in the FAQ, I tried to remove the plastic bezel in front of the instrument cluster. There were the two holes, one at each end of the bezel, as the FAQ described. I pushed a screwdriver into a hole and I could feel a spring clip which I could push back. However, I could not get the bezel to move at all when I pulled forward. I applied a lot of pressure, even putting a hook behind the bezel so I could use both hands. No luxk. What am I missing here?

I did try coming up from under the dash but there isn't room to do much. I do think I could change the dash lights from underneath if I had to but I'd sure like to be able to get that instrument cluster out.
