What makes the injectors squirt 200 1986

Not the typical won't start question. Are the injectors supposed to have 12 volts all the time when the motor is cranking to start? What makes them open and close. They do not appear to be letting any fuel pass. Does the fuel pump relay have anything to do with the injectors besides turning on the fuel pump?
The problem started when a heavy rain some how leaked behind the dash and leaked water into the fuel pump relay. Changing the relay didn't help. I have checked for fuel to the injectors, but not how much pressure they are under. It has compression and spark at the right time. It will briefly start when I squirt some starting fluid in the throttle body. I have checked the fuse's.
