89 16 v 740 high idle 700

I have an 89 740 16v with 230,000 miles. It sometimes has a high idle speed of about 1500 Rpm. Turning the car off and restarting seems to temporaryily clear it and it drops down to about 900 rpm. I have checked for vacuum leaks and cleaned the throttle body butterfly valve. Any suggestions as to areas to look at would be great.
