tailight/brake light problems

Hey board,
Ive worked at this all day and cant solve it. Here are the facts to the best of my knowledge:

Dash light came on suddenly during trip.

1. Brakes light dimly with tailights off.(tailights work great).
2. No brake light(except for high light)when tailights are on.
3. Measuring approx 12v at brake light when pedal is depressed(both sides).
4. Grounds appear to be ok.

Any help would be appreciated.
