fuel pump relay?? 700 1991

i took the fuel pump relay out to check to see if it had shorted out or whatever and i did that and i have it here, but how do i find out if its bad or not? i took it out and tried to start the car without it in then i took the spark plugs out, cleaned them and put them back in and tried to start with the relay in there and nothing....some that i know thats stalking me left a note on the car and suddenly the car wouldnt start...thats how all this started...it just wouldnt start one day.
