OD light okay, but doesn't turn off 4th gear 700 1991

My overdrive switch turns on the yellow arrow light on the dashboard but it doesn't have any effect on the transmission, in other words, whether it is on or not the transmission is a 4-speed. I don't see anything about this on the FAQ and wonder what might be up with this...can the relay allow the light to go on but not send a signal to the solenoid?
