Is my in-tank pre-pump bad?

You seem to have two separate issues to deal with here. The tranny shifting problem may be resolved by flushing the box and replacing the fluid. I would drop the pan and clean the filter screen as well. There's detailed and good info on this in the 700/900 FAQ section of this board. You should also check the adjustment and condition of the kickdown cable ... that can cause problems with shifts. Both procedures are relatively easy and inexpensive and may take care of the transmission issues.

A noisy fuel pump can indicate problems in the tank ... a failed pre-pump,rotted connection hose, or clogged pick up filter sock. You may also have a clogged fuel filter ... if it hasn't been replaced in 60k miles, it's due. (It lives down by the main pump on the underside of your Brick.) Also check the in tank fuel pump fuse and make sure it hasn't blown. A clogged fuel return line can also make the main fuel pump produce a lot of noise, and create performance problems.
