Without a multimeter, no, you can't test it other than listen and feel a very quiet "click" when you turn the ignition (before the engine cranks.

Buy a multimeter. They're about $30 and absolutely necessary if you want to have any chance at troubleshooting these cars.

Put it on the ohms or resistance setting and connect the probes to the relay terminals as I mentioned. If the readings are really different from mine, chances are the relay is bad, especially if it is old (ie. >10years).

If it is old, order one from one of the part sources listed in the FAQ here. IF you get your car running without it, you'll need a spare relay down the road anyway. Otherwise, put it the new one and see if it cures the problem.
