The left side of the stearing column will have a flush lever builtin to it. Just turn it down to loosen and back up to retighten. It should be in your owners manual. If you don't have a manual, go to Volvo.com and order one specific to your year and model - a dealer will be able to order one also.

My 780 has one, your 740 probably does not have an adjustable wheel or you would have found it by now.
