Rust on Spare Tire Wheel Well 200 1985

I have an 85 240, with about 217,000, and it still runs great. I am concerned about some rust (external thus far) on the spare tire wheel well. At some point it was hit or dented, and has developed rust. I don't care about cosmetics, but wouldn't want it to rust through to the spare tire. I live in a snowy climate, with plenty of salt used on the roads (Chicago), so I anticipate more assaults on this area in the coming winters. Any thoughts on stopping the rust, and painting over it?
