It sounds like the nozzles are clogged. Find a piece of fine wire
and insert it through the end that the fluid comes out and clear
it out. Then use compressed air and blow it out. This should take
care of the problem. You should also check to see if fluid makes
it to the nozzle, simply disconnect the hoses coming into the nozzles
and see if the fluid comes out. If it does not, the you may have a
bad "t" fitting.
