Low Speed Stumble Has Returned / Please Help! 200

OK...I changed out the fuel filter this morning on son's 86 244 and was thrilled that this had solved our stumble/stall problem. When I test drove the car drove great for first time since we got it. Plenty of power and would rev out nicely is all gears without out any hesitation. When son drove off he was very happy. But within five miles the problem has come back just as bad as before. I just drive it and it stalled twice going down our street.

A new fuel filter DID make this problem go away for a short time (nothing else has). It seems likely that the tank is full of something that is clogging up the filter. Is this common? Is there a tank drain plug on these cars? Any other ideas?
