I've had weird things like that happen before when the diodes started to go out on the alternator. Try unhooking it and see if the symptoms subside. If you have a generator I'm not sure it can do the same thing - weird things they do can involve sticking the regulator points shut and trying to act like a motor once the key is off.

Could also be something funky with the ignition switch - does it change if you wiggle the key?
