low RPM at start and high RPM to shift gears 900

when I start my 940 the RPM is very low and some times the car stops, if I tap on the gas it usually goes up to about 1000 rpm and then runs fine.

but when I am driving the highway it has a problem shifting to the next gear, when at the top gear it has no problems running, runs really good then.

changed the plugs, wires, cap, rotor, fule filter, air filter, air filter hose, trans screen and some trans fluid plus a couple of other things.

Any ideas of what eles should be done next would be very helpful.
