VAC question 200 1986

does a leaking valve cover count as a vacume leak, which could cause an unstable idle? I have checked almost everything eles and the car idled fine (even with the blown head gasket) before i repaired it. now the idle surges and is very high. I corrected the cause of the leak (clogged oil breather box) and the leak stopped. I then retightened the valve cover nuts. could a vacume leak at this point cause such an idle prob?
