Heater comes on and off 140-160 1973

Hi,

My rebuilt/twin weber B20 has an intermittent heating problem. I think it is vacuum related, because when I'm on the gas, the heat disappears, whereas when I'm coasting, or rolling downhill on the engine, heat reappears. It sounds like it should be vacuum related. I've seen that there is a fitting in the vacuum line to the plastic reservoir, which I guess is a one-way valve. Do these things malfuntion? If so, are they repairable? Or should I be looking for something different altogether?
